Nusa Penida is not introducing one new ticket. It is introducing a second layer of tickets, and that distinction matters when you are comparing day-tour prices.
From 1 August 2026, foreign visitors are due to pay an additional Rp25,000 official attraction charge at three participating destinations. That comes on top of the existing Rp25,000 Nusa Penida area charge, bringing the reported official total to Rp50,000 when visiting one of those participating attractions.
Which attractions are changing first?
The first stage covers:
- Angel's Billabong–Broken Beach in Bunga Mekar village, treated as one participating destination area in the announcement.
- Crystal Bay in Sakti village.
- Teletubbies Hill in Sekartaji village.
Kelingking Beach and Diamond Beach are not included in this first stage. Klungkung Tourism Office head I Gusti Agung Gede Putra Mahajaya told NusaBali that their agreements were still being processed. Other destinations may follow later, so this is not a permanent list of every place that will use the system.
What foreign and domestic visitors reportedly pay
The published explanation separates the charges like this:
- Foreign visitors: Rp25,000 to enter the Nusa Penida area, plus Rp25,000 when entering one participating OGOD attraction. The reported total for one participating destination is Rp50,000.
- Domestic visitors, including Bali KTP holders: Rp25,000 for the Nusa Penida area, with no additional OGOD attraction charge under the announced first-stage arrangement.
OGOD stands for One Gate One Destination. The name is less useful than the practical point: your island or port charge and the attraction charge are separate items.
The available report does not clearly explain whether a foreign visitor entering more than one participating destination on the same day pays the additional Rp25,000 at each location. It also does not confirm payment methods, how every tour package will display the charge, or whether all operators will collect it in advance. Those details should be checked rather than guessed.
Do not assume “all inclusive” includes the new fee
Many Nusa Penida day tours are sold with boats, port transfers, a driver, lunch and selected tickets bundled into one price. A listing created before the new system may not have been updated.
Before paying, ask the tour operator to confirm in writing:
- whether the Rp25,000 Nusa Penida area charge is included;
- whether the new Rp25,000 charge at each participating stop is included;
- which exact attractions are on the itinerary;
- whether any payment is required locally and what methods are accepted; and
- whether an official receipt will be provided.
Keep the reply with your booking confirmation. The amounts are modest, but the frustrating part is not the price. It is arriving with a different expectation from the driver, guide or ticket officer.
A higher foreign-visitor charge is planned for October
Klungkung officials also described a plan to increase the foreign-visitor attraction charge from Rp25,000 to Rp50,000 from October 2026. That would be the attraction component, not a statement that every Nusa Penida visitor will automatically pay one flat Rp50,000 ticket.
The October increase is planned, not something I would treat as final today. The rollout is being staged and further operating details may change. Recheck close to travel if your trip is later in the year.
What the money is meant to support
According to the Tourism Office explanation, the participating villages have completed cooperation agreements with Klungkung Regency. The announced revenue split assigns 20 per cent of gross receipts to the customary village, including field operations such as security, lifeguards, ticket staff and cleaning. The regency receives 80 per cent, with part of its share intended to return to destination improvements.
Officials say basic ticket posts, public facilities and toilets are already available at the first three destinations, with further upgrades planned. Visitors should judge that promise by what is maintained on the ground, not by the acronym on the policy.
My practical read
The extra Rp25,000 is not large in the context of a Nusa Penida day trip. Clear collection is the real test. A visitor should be able to see what the charge is for, receive an official receipt and understand whether it was already included in the tour price.
Build a little cash and time into the first weeks of the rollout, but do not let a new ticket turn the day into a race through more stops to “get value”. Nusa Penida’s roads and distances already punish overfilled itineraries. Choose the side of the island you most want to see and leave room for delays.
